About this opportunity
The Department of Labor's Employment and Training Administration is seeking applications from State Workforce Agencies (SWAs) or Cooperating State Agencies (CSAs) for Fiscal Year 2025 Trade Adjustment Assistance (TAA) Program Training and Other Activities (TaOA) funds. This grant opportunity focuses on supporting workers impacted by foreign trade, with an emphasis on serving existing participants as the program is in a phaseout termination status. Applicants must submit Form ETA-9117 and Form SF-424 via www.grants.gov within 20 calendar days of the guidance publication, demonstrating need based on either having expended at least 50% of FY 2023-2024 funds or requiring additional funds due to unexpected increases in trade-affected workers. Evaluation criteria include the state's ability to minimize outreach while prioritizing services for existing participants, with employment and case management services required to constitute at least 5% of TaOA funds. The application deadline is August 11, 2025, with questions to be directed to Ferrell.chanta@dol.gov.
The total funding available is $25,867,700, with funds allocated to support training, job search and relocation allowances, employment services, and state administration. The 10% administrative cost limitation has been suspended for FY 2025, and the funds are available for expenditure through FY 2027. The program will support workers from certification groups under previous TAA Program versions, with a focus on winding down program operations. Notably, no new worker certifications have been issued since July 1, 2022, making this a transitional funding opportunity for existing program participants.
Synopsis
To advise State Workforce Agencies, or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") of the "by request" process and associated deadlines for receiving FY 2025 TAA Program TaOA funds. Questions regarding this funding opportunity may be emailed to Ferrell.chanta@dol.gov.
