About this opportunity

FY 2027 Fulbright Specialist Program Summary

The U.S. Department of State's Bureau of Educational and Cultural Affairs seeks a single cooperative agreement recipient to administer the FY 2027 Fulbright Specialist Program, which will select and manage approximately 400 American academics and professionals for two-to-six week international assignments worldwide. Eligible applicants include public and private higher education institutions and 501(c)(3) nonprofit organizations with at least four years of experience conducting international exchanges, a current Unique Entity Identifier (UEI), and active SAM.gov registration. The selected recipient must manage specialist recruitment, merit-based selection through an independent academic panel, project development and matching, participant cost administration, and comprehensive performance monitoring aligned with ECA's Monitoring Data for ECA (MODE) Framework. Key requirements include establishing an online Section 508-compliant application system, maintaining a project management portal, conducting peer reviews at least every eight weeks, tracking cross-cultural competence, professional skills development, and civic engagement outcomes, and ensuring compliance with federal regulations including anti-discrimination laws and trafficking in persons certifications. The application deadline is June 29, 2026 at 11:59 p.m. Eastern Time, with an anticipated award date of October 1, 2026.

The cooperative agreement will provide approximately $4,600,000 to support program administration over a 56-month performance period beginning October 1, 2026. The recipient will administer participant costs including international and domestic airfare, visa fees, ground transportation, housing, daily honoraria (approximately $200/day), and meals, in addition to non-participant costs such as staff salaries, office equipment, and administrative fees, operating under both a Traditional Funding model (approximately 370 projects at $10,000 average per specialist) and a Fully Field-Funded Model (approximately 30 projects). All program implementation activities will be conducted in coordination with U.S. embassies and Fulbright Commissions abroad and foreign host institutions such as universities, teacher-training centers, cultural institutions, and government ministries across participating countries worldwide.
