About this opportunity
The Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) is soliciting applications for technical assistance grants related to pipeline safety with an application deadline of June 24, 2026. The award ceiling is $100,000 per applicant, with one additional designated award of $1,000,000 reserved for a nonprofit public safety advocate organization meeting criteria under section 3553 of Title 18. Total program funding is $2,001,304. No cost share is required.
Eligible applicants include cities, towns, villages, counties, parishes, townships, tribal governments, and similar governmental subdivisions or consortiums thereof, as well as nonprofit groups focused on pipeline safety. States, universities, and for-profit entities are ineligible. The period of performance is 12 months from the award effective date, with awards expected by September 30, 2026.
Technical assistance is defined as engineering or other scientific analysis of pipeline safety issues, including promotion of public participation in pipeline operations. Grant funds cannot be used for lobbying, direct advocacy regarding pipeline projects, litigation support, regulatory compliance, or routine operations and maintenance.
Evaluation criteria, weighted equally, assess: project goals and objectives focusing on areas where pipeline failure poses significant risk; identification of specific pipeline safety concerns and geographic areas; applicant experience fostering communication with operators and community members; alignment with PHMSA's strategic plan covering engineering, damage prevention, land use, education, emergency response, and community awareness; clear establishment of resources, milestones, and estimated costs; identification of measurable results and deliverables with evaluation and dissemination approaches; and potential for technology transfer to other communities.
Applications must be submitted through grants.gov and include SF-424, SF-424A, lobbying certification, Title VI nondiscrimination assurances, budget narratives, and project narratives. Recipients must submit mid-term and final progress and financial reports demonstrating accomplishments and measurable outputs including completed technical assistance products and community engagement events.
