About this opportunity
The Department of Transportation Pipeline and Hazardous Materials Safety Administration is soliciting applications for the FY 2026 Supplemental Public Sector Training Grant program to train instructors in hazardous materials response, with applications due June 22, 2026 at 11:59 p.m. EST. Eligible applicants are restricted to IRS-recognized nonprofit organizations (501(c)(3) or equivalent status) that are national nonprofit fire service organizations; for-profit entities are ineligible. No cost-sharing or matching requirements apply.
Total program funding is $2,000,000, with individual awards ranging from $500,000 to $1,000,000. The period of performance runs a minimum of 12 months and maximum of 24 months from the effective award date. Grant funds support instructor training, purchase of training equipment used exclusively for instructor development, and dissemination of training materials and information. Ineligible expenses include costs claimed by other programs, entertainment or alcohol, excessive general office supplies and equipment, personnel overtime or training fees, and pre-award costs without prior PHMSA approval.
PHMSA will evaluate applications based on technical criteria including training consistency with NFPA 470 or 29 CFR 1910.120(q)(2) and ability to deliver train-the-trainer programs, and programmatic criteria including applicant expertise, capacity to reach emergency responders, detailed regional needs assessment across diverse states and tribes, clear outputs and goals, reasonable cost per trained student, monitoring and evaluation strategy, and budget justification. Questions are due June 18, 2026. PHMSA plans to announce awards by September 30, 2026. Preapplication coordination is required. Recipients expending $1,000,000 or more in federal awards must undergo single or program-specific audits. Financial records must be maintained for three years after final report submission or until audit resolution. CFDA 20.713.
Synopsis
The SPST Grant Program was authorized by Congress in the Hazardous Materials Transportation Authorization Act of 1994 (P. L. 103¿311), which amended 49 U.S.C. § 5116 and added a new subsection (i) concerning supplemental training grants. SPST grants are open to national nonprofit fire service organizations to train instructors to conduct HAZMAT response training programs for individuals with statutory responsibility to respond to HAZMAT accidents and incidents. To the extent determined appropriate, SPST grant funds may also be used to train individuals responsible for responding to accidents and incidents involving hazardous material.
