About this opportunity
The Department of State Bureau of Educational and Cultural Affairs is soliciting applications for the design and implementation of four Madeleine K. Albright Young Women Leaders Program institutes through a single cooperative agreement, with applications due June 26, 2026. Approximately $1,500,000 will support a 24-month period with an anticipated award date of September 1, 2026.
Eligible applicants are U.S. not-for-profit organizations, think tanks, civil society organizations, and not-for-profit public and private educational institutions that demonstrate at least four years of experience conducting international exchanges. No cost share is required.
The award recipient will design and implement four five-week institutes in summer 2027, serving approximately 80 foreign undergraduate participants aged 18–25 across two thematic tracks: Economic Prosperity and Growth (two institutes) and Governance and Security (two institutes). Each institute includes a four-week academic residency at a U.S. educational institution and a one-week integrated academic field experience in a geographically distinct U.S. region. The recipient must establish a qualified project director and academic directors at each subawardee institution, manage participant recruitment and selection in coordination with ECA, arrange international travel and health benefits, and implement comprehensive performance monitoring using the ECA MODE Framework version 2.3. Recipients must develop follow-on alumni engagement activities and comply with all J-1 visa Exchange Visitor Program regulations, State Department branding requirements, and federal reporting obligations including quarterly financial and performance reports submitted through MyGrants and the HHS Payment Management System.
The funding instrument is a cooperative agreement under CFDA 19.009 (Academic Exchange Programs – Undergraduate Programs).

The Office of Academic Exchange Programs, ECA, invites proposal submissions for the design and implementation of the FY 2026 Study of the U.S. Institutes Madeleine K. Albright Young Women Leaders Program (Albright SUSIs). The four Albright SUSIs will take place over five weeks in summer 2027. The Albright SUSIs will focus on one of two themes: 1) Economic Prosperity and Growth (two SUSIs) and 2) Governance and Security (two SUSIs). See details in section C. Program Description of the Notice of Funding Opportunity.
The Albright SUSIs include four cohorts of approximately 20 foreign undergraduate students (men and women), between the ages of 18 and 25 (approximately 80 participants total).
The Albright SUSIs will include an approximately four-week academic residency at a U.S. educational institution and an approximately one-week integrated academic field experience that will bring participants to a U.S. region distinct from their residency location. Each Albright SUSI should highlight American success and innovation in the themes outlined above. The program should include opportunities for continued follow-on engagement once participants return home.
