About this opportunity
The Federal Transit Administration is soliciting applications for $11,959,671 in competitive grant funding under the FY 2026 Innovative Coordinated Access and Mobility (ICAM) pilot program, with proposals due by 11:59 p.m. Eastern time on September 9, 2026.
Eligible applicants are entities eligible to apply for the Section 5310 Program, including State departments of transportation, designated recipients, local governmental entities that operate a public transportation service, or their eligible subrecipients including private nonprofits. Tribal governments and 501(c)(3) nonprofits are also eligible applicant types.
Funded projects will finance innovative capital projects for the transportation-disadvantaged, with the goal to improve the coordination of transportation services and non-emergency medical transportation services for older adults, people with disabilities, and people of low income. Projects often involve partnerships among human service agencies, transit providers, and healthcare organizations and may include coordination technology improvements, mobility management strategies, or integration systems that coordinate rides and information across a region or state.
Applicants must engage in collaborative planning with stakeholders from transportation, health, and human services sectors and demonstrate alignment with locally developed Coordinated Public Transit-Human Services Transportation Plans as mandated by federal public transportation law. FTA evaluates proposals based on demonstration of need, demonstration of benefits, planning and partnerships, local financial commitment, project implementation strategy, and technical, legal, and financial capacity. Proposals are scored by review panels, with final funding decisions approved by the FTA Administrator or designated senior official.
Funds are awarded on a reimbursement basis through FTA's electronic award and grant management system. Recipients must retain all contract documents, financial records, and supporting documents for three years following submission of the final financial report, or longer if litigation, claims, or audit findings are pending. The Assistance Listing / CFDA number is 20.537. Questions should be directed to Destiny Buchanan at destiny.buchanan@dot.gov or (202) 366-2053.
