About this program
The Federal Transit Administration is soliciting applications for $11,959,671 in competitive grant funding under the Innovative Coordinated Access and Mobility (ICAM) Pilot Program (CFDA 20.537), with applications due September 9, 2026.
The program funds innovative capital projects that improve coordination of transportation services and non-emergency medical transportation (NEMT) for older adults, people with disabilities, and people of low income. Funded projects typically involve partnerships among human service agencies, transit providers, and healthcare organizations and may include coordination technology improvements, mobility management strategies, or integration systems that consolidate rides and information across a region or state. Applicants must demonstrate alignment with locally developed Coordinated Public Transit-Human Services Transportation Plans and engage in collaborative planning with stakeholders from transportation, health, and human services sectors.
FTA administers ICAM as a discretionary, competitive grant program. Eligible applicants include state departments of transportation, designated recipients for Section 5310 funds, local governmental entities that operate public transportation services, private nonprofits, federally recognized tribal governments, and their eligible subrecipients. Applications are submitted through Grants.gov and evaluated by FTA staff and review panels using criteria including demonstration of need and benefits, planning and partnerships, local financial commitment, project implementation strategy, technical and financial capacity, innovation, and replicability. Final funding decisions rest with the FTA Administrator or a designated senior official.
The FY 2026 opportunity pools funding from fiscal years 2024, 2025, and 2026 appropriations. Funds are distributed on a reimbursement basis through FTA's TrAMS grant management system. Recipients are subject to FTA-specific oversight procedures including Triennial Reviews, State Management Reviews, Project Management Oversight, and Discretionary Grant Oversight, and must retain all contract documents, financial records, and supporting documents for three years following submission of the final financial report or until resolution of any litigation, claim, or audit.
