About this opportunity
The U.S. Department of State's Bureau of Educational and Cultural Affairs is soliciting proposals through a cooperative agreement to design and implement the FY 2026 Leaders Lead On-Demand (LLOD) program, which will develop customized, two-way international exchange projects for emerging leaders and mid-level professionals from government, business, and civil society sectors. Eligible applicants include public and private higher education institutions and 501(c)(3) nonprofit organizations that can demonstrate at least four years of experience conducting international exchanges and must register with SAM.gov and obtain a Unique Entity Identifier. The recipient will be required to design and execute four to six exchange projects serving approximately 150 total participants (110 foreign and 40 U.S. participants), incorporate intensive U.S.-based programming with mandatory overseas segments involving U.S. participants, and implement comprehensive performance monitoring aligned with the ECA's MODE Framework that measures cross-cultural competence, community impact, professional networks, and skill development. Applications must be submitted electronically through Grants.gov by May 25, 2026 at 11:59 PM Eastern Time and must include SF-424, executive summary, detailed proposal narrative, budget documentation (SF-424A and line-item budget with narrative), and a comprehensive Performance Monitoring and Evaluation plan.
The total funding available is approximately $2,000,000, with a single anticipated award and a performance period of 24 to 30 months. The program will support four to six exchange projects featuring workshops, meetings, and customized events where foreign participants travel to the United States for intensive programming, with all U.S.-based exchanges requiring at least one reciprocal overseas segment. Performance will occur across multiple locations, including United States-based activities such as participant orientations and professional development events, as well as international host countries where overseas activities and reciprocal exchanges will be conducted, with all activities designed to build self-sustaining global, regional, and country-based networks of practitioners.
