About this opportunity
The FY 2026 Energizing Insular Communities Program, administered by the Department of the Interior's Office of Insular Affairs, seeks proposals for energy infrastructure projects and strategies that reduce reliance on imported foreign fuels, lower electricity costs, and improve energy infrastructure performance in U.S. territories. Eligible applicants include local government entities, utilities, semi-autonomous agencies, and institutions of higher education located in Guam, American Samoa, the U.S. Virgin Islands, and the Commonwealth of the Northern Mariana Islands. All proposals must be tied to updated strategic energy plans, energy action plans, or integrated resource plans, with preference given to projects utilizing domestically produced components and materials. Ineligible project types include solar, wind, and pilot projects. Merit review criteria are weighted as follows: Goals and Objectives (25%), Project Description and Implementation Plan (40%), Environmental Considerations (15%), Roles/Responsibilities/Resources/Capabilities (10%), and Project Support (10%). Applications must be submitted electronically via Grants.gov or GrantSolutions.gov by 11:59 p.m. ET on June 8, 2026, with an extended deadline to accommodate impacts from recent typhoons.
The program has approximately $15,000,000 in total available funding, with an anticipated 10 awards and no award floor or ceiling limit, though larger applications carry higher risk of non-funding due to limited resources. The anticipated project performance period extends for 36 months, from October 1, 2026, through September 30, 2029. All work will be performed in the eligible U.S. territories, with no cost sharing required and no pre-award costs allowed except for National Environmental Policy Act (NEPA) compliance work. Recipients must submit semi-annual reports due within 30 days of June 30 and December 31, and comply with Buy America preferences for infrastructure projects and 2 CFR Part 200 requirements.
