About this opportunity
The Pipeline and Hazardous Materials Safety Administration (PHMSA) is soliciting applications for the FY 2026 Competitive Academic Agreement Program (CAAP) to fund pipeline safety research, with applications due June 19, 2026 at 11:59 p.m. EST. A mandatory 20 percent non-federal cost-share requirement applies; federal funding cannot exceed 80 percent of total project costs.
Eligible applicants are nonprofit institutions of higher education located in the United States or U.S. territories. PHMSA plans to award up to $4 million total with individual awards capped at $1 million in federal funding. The period of performance is a strict maximum of 12 months with no extensions authorized. Awards will be structured as cooperative agreements, with PHMSA providing significant involvement including industry guidance, data, testing materials, and facilitation of industry contacts.
The solicitation addresses six research topics: early corrosion prediction for pipelines and implementing mitigation measures; economical and novel agents to mitigate internal or external pipeline corrosion due to microbial-induced corrosion; AI-assisted software for composite repair design; AI-assisted software for interpretation of standards and regulatory requirements; non-destructive inspection technology for cast iron pipelines; and AI-enhanced liquid pipeline leak detection methodologies. All proposals must involve undergraduate, graduate, or PhD students under faculty oversight, with specific students identified prior to agreement execution.
PHMSA will evaluate applications against five criteria: alignment with research topic area needs, implementation feasibility, identification of research partnerships and subject matter experts, establishment of clear work scope with defined tasks and milestones, and meaningful student involvement with specific assigned responsibilities. Each applicant may submit only one application per topic, though a single principal investigator may address multiple topics. Subcontractor and consultant costs cannot exceed 40 percent of federal funding, and the lead institution's budget must exceed that of any individual partner.
Post-award reporting includes bimonthly progress reports, research posters at six months, draft and final research reports, research briefs, and closing presentations. PHMSA plans to announce awards by September 30, 2026. Questions are due June 17, 2026. The CFDA number is 20.724.
