About this opportunity

The Federal Motor Carrier Safety Administration (FMCSA) within the Department of Transportation is soliciting applications from nonprofit organizations to develop and deliver training programs for non-Federal employees who conduct commercial motor vehicle (CMV) enforcement activities. The program seeks training that complies with Federal Motor Carrier Safety Regulations (FMCSR), Hazardous Materials Regulations (HMR), and Commercial Vehicle Safety Alliance (CVSA) standards across three knowledge areas: CMV inspections (including motorcoaches), hazardous materials enforcement, and investigative/audit activities. Applicants must demonstrate expertise in CMV enforcement training, propose multiple delivery methods (Instructor-Led Training, Virtual Instructor-Led Training, or Web-based Training), utilize instructional design models such as ADDIE, and identify qualified key personnel with adult learning expertise. The FMCSA will evaluate applications based on technical merit, budget analysis, program-specific criteria, past performance, and other relevant factors through a multi-stage review process including intake/eligibility screening, technical and budget review, program office review, and final selection by the FMCSA Administrator. The application deadline is April 24, 2026, at 5:00 PM EST, with applications submitted electronically through Grants.gov.

FMCSA intends to award up to three cooperative agreements totaling $10,000,000 (or $5,000,000 depending on final allocation), with individual award values to be determined during the selection process. The period of performance spans five fiscal years, beginning in FY 2026 through FY 2030, with recipients required to maintain comprehensive student records in secure electronic formats and submit quarterly reports using standardized federal forms. No matching funds are required, and all applicants must register in the System for Award Management (SAM) with a current Unique Entity Identifier (UEI) before application submission. Training delivery and program performance will take place at the recipient organization's facilities and partner locations nationwide where CMV safety enforcement personnel participate in the programs. Recipients must maintain Title VI Program Compliance and nondiscrimination requirements throughout the award period and comply with 2 CFR 200 regarding administrative requirements and cost principles.

Synopsis

The objectives of the HP-ETS grant program are (1) to train non-Federal employees who conduct CMV enforcement activities in accordance with Federal Motor Carrier Safety Regulations (FMCSR), Hazardous Materials Regulations (HMR), and the Commercial Vehicle Safety Alliance's (CVSA) Out-of-Service criteria, and (2) to develop related training materials to increase awareness and education on CMV safety and otherwise improve CMV safety.
