About this opportunity
The Federal Motor Carrier Safety Administration seeks applicants for the FY 2026 Commercial Driver's License Program Implementation (CDLPI) grant, with applications due June 17, 2026, at 5:00 p.m. Eastern Time. No matching funds or cost sharing are required; all awards are 100 percent federally funded.
Eligible applicants include state driver's licensing agencies, state and local governments, county and city governments, federally recognized tribal governments, public and private institutions of higher education, nonprofits with 501(c)(3) status, for-profit organizations, small businesses, Hispanic-serving institutions, historically black colleges and universities, and tribally controlled colleges and universities. For-profit organizations must demonstrate that their projects improve the national CDL program and compliance with 49 CFR Parts 383 and 384.
FMCSA anticipates awarding approximately $105.1 million across approximately 55 awards, with funding sourced from $15.76 million in Infrastructure Investment and Jobs Act advance appropriations and $44.52 million in authorized contract authority. Award amounts typically range from approximately $35,000 to $7.3 million, with most awards between $500,000 and $3 million. Funding is available through two categories: CDLPI Basic Grants (state agencies only) for sustained regulatory compliance, fraud prevention, testing integrity, and data quality, and High Priority/Emerging Issues Grants (states, local governments, tribal governments, and other eligible entities) for emerging program needs.
The period of performance is five years, with start dates no later than September 30, 2026. Projects must comply with 49 U.S.C. Section 31311 and 49 CFR Parts 383 and 384. All costs must be allowable under 2 CFR Part 200, but the CDLPI program prohibits rent, lease, and building purchase expenses. Applications are limited to four projects per submission and must include SF-424, SF-424A, and SF-424B forms, baseline performance data, projected benchmarks, regulatory citations, and detailed budget narratives. Recipients must submit quarterly performance progress reports and financial status reports through GrantSolutions. FMCSA conducts technical review, suitability assessment (including debarment verification and Single Audit review), past performance evaluation, and budget analysis; applicants with no prior FMCSA awards are not eliminated from consideration. All applicants must submit a Title VI Program Compliance Plan approved by the FMCSA Office of Civil Rights prior to award.

Update #2 · Latest ·
The CDLPI program objective is to provide financial assistance to States and other eligible entities to carry out and improve the national CDL program. The national CDL program focuses on the concept that each driver has only one driving record and only one licensing document, commonly referred to as ""One Driver - One License - One Record."" Further, the national CDL program requires States to conduct knowledge and skills testing before issuing a Commercial Learner's Permit (CLP) and/or CDL; to maintain a complete and accurate driver history record (DHR) for anyone who obtains a CLP and/or CDL; and to impose driver disqualifications, as required by the regulations.
