About this opportunity
The Department of State's Bureau of Educational and Cultural Affairs is seeking a cooperative agreement to implement the FY 2025 Youth Ambassadors Europe (YA-EUR) Program, which will provide Russian youth aged 18-22 with a month-long exchange opportunity in the United States. The program aims to examine civic engagement and leadership development through a science and technology lens, with key objectives including workshops on civic education, community site visits, homestays with American families, and opportunities for meaningful interaction with U.S. peers. Eligible applicants are limited to 501(c)(3) nonprofits and public and private higher education institutions with demonstrated capability to manage international youth exchange programs. Evaluation criteria will likely focus on the applicant's ability to design a comprehensive exchange program, implement a merit-based participant selection process, and create meaningful cross-cultural learning experiences. The application deadline is August 26, 2025, with an anticipated award date of September 15, 2025.
The total cooperative agreement is expected to be approximately $360,000, with a mandatory participant support line of at least $6,000 to accommodate participants with disabilities or financial hardships. The exchange program will be conducted entirely in English and must take place in calendar year 2026, targeting approximately 10-15 Russian participants selected through a competitive, merit-based process. Participants will be expected to develop and implement community projects upon returning to Russia, extending the program's impact beyond the initial exchange. The place of performance will be various locations across the United States, with participants engaging in homestays, workshops, site visits, and interactive activities designed to promote mutual understanding and leadership development.
