About this opportunity

The U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) is seeking proposals for a cooperative agreement to implement the FY 2025 Youth Ambassadors Europe (YA-EUR) Program. The program will provide two cohorts of Russian youth, ages 18-22, with a four-week exchange experience in the United States focused on civic engagement, leadership development, and pluralism through an environmental sustainability lens. Key requirements include arranging homestays, organizing workshops and community service activities, facilitating meetings with community leaders, and supporting follow-on projects in participants' home communities. Eligible applicants include U.S. public and private non-profit organizations with 501(c)(3) status and at least four years of international exchange experience. Proposals are due by January 20, 2025, with an anticipated award date of February 17, 2025.

ECA plans to award one cooperative agreement worth approximately $720,000 to cover programming in both Summer 2025 and Summer 2026. Each cohort will include around 30 English-speaking Russian participants. If programming with Russia becomes untenable, activities may shift to other European countries. The recipient organization will be responsible for all logistics, including international travel, and will be required to coordinate closely with ECA and U.S. embassy personnel throughout implementation.
