About this opportunity

The Department of State's Bureau of Educational and Cultural Affairs is soliciting proposals from U.S. non-profit organizations for the FY 2025 Youth Ambassadors Africa Program, a cooperative agreement to implement a three-week exchange program for youth and adult mentors from sub-Saharan African countries. The primary objectives are to promote civic engagement and leadership development through workshops, community site visits, homestays with American families, and meaningful interactions with U.S. peers. Eligible applicants include public and private higher education institutions and 501(c)(3) nonprofits, with U.S. embassies responsible for recruiting and selecting participants aged 15-18 and their adult mentors. Proposals will be evaluated based on their ability to meet program goals, design comprehensive exchange activities, and ensure participant learning and community impact. The application deadline is June 30, 2025, with submissions required through Grants.gov.

The grant opportunity provides approximately $1,000,000 for a single cooperative agreement, with an anticipated award date of September 15, 2025, and a 24-month performance period. The program will support participants from up to 45 eligible sub-Saharan African countries, with ECA funding covering program planning, travel arrangements, and follow-on community engagement projects. Participants will be expected to implement community projects upon returning home, with the program designed to foster cross-cultural understanding and youth leadership development. Program activities are scheduled to be conducted in calendar year 2026, with a mandatory participant support line of at least $6,000 to accommodate participants with disabilities or financial hardships.
