About this opportunity

The U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) is seeking applicants for the FY 2025 Youth Ambassadors Africa (YA-AF) program. This cooperative agreement will provide a three-week exchange program in the United States for youth (ages 15-18) and adult mentors from sub-Saharan African countries, focused on civic engagement, leadership development, and pluralism. Eligible applicants include U.S. public and private academic institutions, as well as 501(c)(3) nonprofit organizations with at least four years of international exchange experience. The application deadline is February 3, 2025, and the evaluation criteria will assess the applicant's ability to coordinate program logistics, engage participants, and measure performance outcomes using ECA's standardized Monitoring Data for ECA (MODE) Framework.

ECA anticipates awarding one cooperative agreement worth approximately $1,000,000 with a 24-month period of performance beginning June 1, 2025. The program will be implemented in calendar year 2026, with U.S. embassies responsible for recruiting and selecting the participants from sub-Saharan African countries. The recipient organization will be required to coordinate all aspects of the U.S.-based programming, including pre-departure activities, international/domestic travel, homestay placements, and follow-on community projects in the participants' home countries.
