Eligible applicants include 501(c)(3) nonprofits and public/private higher education institutions with expertise in international exchanges and J-1 visa program management. Key requirements include recruiting and screening host families, conducting participant orientations, providing enhancement activities, ensuring community service participation, and maintaining comprehensive participant data and monitoring. Applicants will be evaluated on their demonstrated capability to implement a robust youth exchange program, with a focus on promoting U.S. national security and strengthening global competencies for both international participants and American host families.

The cooperative agreements will be awarded for a 48-month period from September 2025 to August 2029, with an anticipated award date of September 22, 2025. Participants will be placed with volunteer host families across all 50 states, with a particular emphasis on small and rural communities, to study in U.S. high schools, engage in community service, and develop leadership skills.
