About this opportunity
The Department of State's Bureau of Educational and Cultural Affairs is seeking a single U.S. non-profit organization to implement the FY 2025 International Sports Programming Initiative (ISPI), a cooperative agreement focused on sports diplomacy and international exchange. The program aims to promote coaching and administrative skills, create connections with U.S. sports organizations, and enable youth development professionals to develop sports-based initiatives in their home countries. Eligible applicants must be 501(c)(3) organizations with at least four years of international exchange experience, and they will be responsible for managing up to 14 sports exchanges that advance U.S. foreign policy goals. The exchanges will specifically support and promote America250, the FIFA World Cup, and the 2028 Los Angeles Olympic and Paralympic Games. Only one proposal will be considered from each applicant organization, with the submission deadline set for August 11, 2025. Evaluation criteria will likely focus on the organization's international exchange experience, proposed program design, and alignment with diplomatic objectives.
The grant opportunity offers approximately $1,400,000 for the cooperative agreement, with a performance period of 12 to 36 months. The program will support approximately 45 international and 95 American youth development professionals, sports administrators, emerging leaders, and coaches across all six geographic regions. Each exchange will last a minimum of 10 days, with specific themes and sports selected by U.S. embassies and consulates to align with foreign policy objectives. The anticipated award date is September 30, 2025, and the program falls under the Professional and Cultural Exchange Programs - Citizen Exchanges (CFDA 19.415), administered by the Department of State.

Update #2 · Latest ·
The Office of Citizen Exchanges, Sports Diplomacy Division (ECA/PE/C/SD), in the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the implementation of the FY 2025 International Sports Programming Initiative (ISPI). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to manage sports exchange projects designed to support key sporting and cultural priorities of the Administration.
ISPI is an exchange program that promotes coaching and administrative skills, creates connections with U.S. sports organizations, and enables youth development professionals to create effective sports-based initiatives in their home countries. The FY 2025 ISPI will continue to rely on U.S. embassies and consulates to select the specific theme and sport of each exchange, which will advance U.S. foreign policy goals. Additionally, all exchanges will promote America250, the FIFA World Cup, and the 2028 Los Angeles Olympic and Paralympic Games.
Only one proposal will be considered by ECA from each applicant organization. In cases where more than one submission from an applicant appears in grants.gov, ECA will only consider the submission made closest in time to the NOFO deadline; that submission would constitute the one and only proposal ECA would review from that applicant.
Please see NOFO for additional information.
