About this opportunity

The Department of State's Bureau of Educational and Cultural Affairs (ECA) is seeking applications for cooperative agreements to implement the FY 2025 Future Leaders Exchange (FLEX) Program Placement Components. The FLEX program promotes mutual understanding between the United States and participating European and Eurasian countries by allowing high school students to live in American communities, attend U.S. high schools, and participate in leadership development activities. ECA is looking for public and private non-profit organizations to identify host schools, vet and select host families, and place, support, and monitor FLEX students during the 2025-2026 academic year. The application deadline is October 21, 2024, and awards are expected to begin on November 25, 2024.

ECA anticipates awarding approximately nine cooperative agreements under this opportunity, with a base year and two non-competitive continuation years, subject to availability of funds. The related Federal Grant Program is the Professional and Cultural Exchange Programs - Citizen Exchanges (CFDA 19.415), which supports a wide range of international exchange initiatives. Performance is expected to take place both in the United States and in relevant countries or regions abroad.

Synopsis

The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for cooperative agreements for the FY 2025 Future Leaders Exchange (FLEX) Program Placement Components. The FLEX program, which began in 1993, supports U.S. foreign policy goals by promoting mutual understanding and enhancing relations between the United States and the participating European and Eurasian countries, which include the nations of Central and Eastern Europe, the Balkans, the Baltics, the Caucasus countries, the nations of Central Asia, and Mongolia. The FLEX program allows high school students to live in American society for an academic year and acquire leadership skills while attending a U.S. high school. The students live with host families, participate in activities to learn about American society and values, and, in turn, expose host communities across the United States to their own cultures and traditions. To date, more than 32,000 students have participated in the FLEX program.
