About this opportunity

The Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) is seeking research proposals through the Fiscal Year 2025 Competitive Academic Agreement Program (CAAP) to address critical pipeline safety challenges. The program will fund innovative research in five specific topic areas: risk evaluation of vehicle strikes on pipeline equipment, technologies to prevent human error, strain capacity testing for vintage pipelines, non-metallic pipe inspection technology, and modeling pressurized liquid releases. Eligible applicants are limited to U.S. nonprofit higher education institutions, with a mandatory requirement to involve undergraduate, graduate, or PhD students in the research projects. Proposals will be evaluated based on five key criteria: alignment with research topic needs, potential for implementation, quality of research partnerships, work scope and risk management, and student involvement. The application deadline is June 20, 2025, at 11:59 p.m. EST, with a preceding question submission deadline of June 13, 2025.

The funding opportunity will distribute up to $2 million in cooperative agreements, with individual awards not exceeding $1 million and requiring a 20% cost-sharing commitment from recipients. Project periods will range from 12 to 36 months, with awards anticipated in the fourth quarter of Fiscal Year 2025. Research projects must be submitted electronically through www.grants.gov and will be expected to demonstrate potential for integration into PHMSA's Core Research Program. Successful applicants will be required to provide comprehensive technical applications, budget narratives, and supporting documentation, with a focus on developing practical solutions to pipeline safety and integrity challenges.

Synopsis

The Competitive Academic Agreement Program (CAAP) provides funding for research pursuing innovative solutions for five topics in pipeline safety and integrity challenge areas. PHMSA's 2025 CAAP focuses on research and development (R & D) are 1) Risk evaluation of vehicle strikes on aboveground pipeline equipment and facilities; 2) Technology, equipment, or procedures to prevent human error; 3) Testing, modeling, and verifying strain capacity in vintage pipelines 4) Non-metallic pipe inspection technology; 5) Acceptable methods for modeling shrouding or obstructions for pressurized liquid releases (liquefied natural gas).
