About this opportunity
The U.S. Department of State's Bureau of Educational and Cultural Affairs is seeking a cooperative agreement administrator for the FY 2025 Benjamin A. Gilman International Scholarship Program. The primary objective is to support U.S. undergraduate students of limited financial means in pursuing credit-bearing academic studies or internships overseas, with the goal of broadening students' global perspectives and preparing them for roles in the increasingly global economy. Applicants must be U.S. non-profit organizations or educational institutions with at least four years of experience in conducting international exchange programs. Evaluation criteria will likely focus on the organization's capacity to effectively recruit, select, and support scholarship recipients, as well as their ability to track and report on program outcomes using the Performance Monitoring Plan (PMP) framework. The application deadline is set for June 30, 2025, with an anticipated award date of August 17, 2025.
The grant opportunity anticipates awarding approximately $16,826,696 through a cooperative agreement for a 36-month performance period. The program expects to provide around 3,100 merit-based scholarships of up to $5,000 annually, including specialized scholarships for military dependents and supplemental funding for critical language and STEM-related research. The scholarship program will support undergraduate students studying or interning abroad, with a particular focus on promoting American interests in sectors such as business, technology, security, law, and energy. Successful applicants will be responsible for comprehensive program administration, including student recruitment, application screening, scholar support, monitoring, and alumni engagement.
