About this opportunity

The Department of Transportation Pipeline and Hazardous Material Safety Administration (PHMSA) is soliciting research proposals through the Fiscal Year 2024 Competitive Academic Agreement Program (CAAP). This program provides funding for higher education institutions, including public and private universities, to pursue innovative solutions in four key pipeline safety and integrity challenge areas. The evaluation criteria prioritize proposals that advance equity by encouraging participation from Minority Serving Institutions and addressing concerns about climate change mitigation, hydrogen transportation safety, and risks from aging infrastructure to socially vulnerable communities. Proposals are due by May 17, 2024.

The CAAP program will award up to $2 million in cooperative agreements to fund the selected research projects. A 20% cost share is required from recipients. The program is part of the Pipeline Safety Research Competitive Academic Agreement Program (CFDA 20.724), which aims to spur academic innovation addressing high-risk pipeline safety challenges through potential "hand-off" solutions for PHMSA.

Synopsis

The Competitive Academic Agreement Program (CAAP) provides funding for research pursuing innovative solutions in four pipeline safety and integrity challenge areas. PHMSA¿s 2024 CAAP focused on research and development (R & D) that advances equity by encouraging the participation of Minority Serving Institutions (MSIs) and by integrating equity concerns in its research topics (i.e., mitigating climate change through the safe transportation of hydrogen while limiting the risk posed to socially vulnerable communities from aging cast iron pipelines).
