About this opportunity
The Department of Transportation Federal Highway Administration seeks applicants for the FY 2024–2026 Nationally Significant Federal Lands and Tribal Projects (NSFLTP) Program, a cooperative agreement and procurement contract opportunity with an application due date of July 2, 2026. Individual project awards carry a $12.5 million minimum and maximum per award, though FHWA may fund requested amounts at lower levels. The program is structured with mandatory 50–50 allocation between Federal Lands transportation facilities and Tribal transportation facilities; at least one funded project must serve a National Park Service unit with 3 million or more annual visitors. The federal share covers up to 90 percent of eligible Federal Lands project costs (requiring 10 percent non-federal match) and up to 100 percent of Tribal transportation facility project costs (no match required, though additional matching improves competitiveness).
Eligible applicants include state departments of transportation (when sponsored by a Federal Land Management Agency or federally recognized Tribe), FLMAs, federally recognized Tribes, counties, and units of local government. Projects must have an estimated total eligible cost of at least $12.5 million and involve construction, reconstruction, or rehabilitation of nationally significant transportation projects based on preliminary engineering.
The program provides $47.74 million for FY 2024 (obligated by September 30, 2027), $55 million for FY 2025 (obligated by September 30, 2028), and $55 million for FY 2026 (obligated by September 30, 2029). Application deadlines are October 16, 2024 for FY 2024 funds, August 1, 2025 for FY 2025 funds, and August 1, 2026 for FY 2026 funds. All submissions must be made through Grants.gov (Opportunity Number 693JJ324NF00027). Merit evaluation includes DOT Goals, Critical Transportation Facility Improvements, Project Need, Matched Costs, National Register of Historic Places eligibility, New Technologies and Innovations, Maintenance and Operation Funding Support, Multi-State Spans, and Multiple Federal Agency or Tribal Land Service. Recipients must comply with Buy America requirements, civil rights obligations, and domestic preference requirements. The program falls under CFDA 20.205, Highway Planning and Construction.
