About this opportunity
The Department of Labor Employment and Training Administration is soliciting applications for administrative funding to support ongoing costs of the Mixed Earners Unemployment Compensation (MEUC) program under the Coronavirus Aid, Relief, and Economic Security Act, with applications due June 22, 2026. This funding addresses administrative expenses incurred by states for fraud detection, overpayment recovery, data integrity activities, and audit coordination related to the MEUC program, which expired on September 6, 2021 but continues to generate administrative obligations.
Eligible applicants are state workforce agencies, including those in the District of Columbia, U.S. territories, and possessions. States must submit separate applications for each program they administer (PUA, PEUC, MEUC, and FPUC if applicable). Applicants submit SF-424 and SF-424A forms via Grants.gov along with a UI Grant Application and Budget Narrative submitted via email to eta-ui-inquiries@dol.gov with a copy to the appropriate regional office.
Funding amounts are subject to a 5.7 percent sequestration reduction. The grant period runs from January 1, 2026, through June 30, 2027. Allowable uses include program integrity and fraud combat activities, data integrity and retention activities, and audit-related oversight activities. As of April 26, 2026, states had established $62.56 billion in pandemic overpayments across all three programs with $5.5 billion recovered. Recipients must submit quarterly financial and progress reports using ETA 9130 and ETA 9178 forms. This funding is administered under Unemployment Insurance (CFDA 17.225).
