About this opportunity

The Department of Labor Employment and Training Administration seeks applications from state workforce agencies for administrative funding to support ongoing administration of expired Coronavirus Aid, Relief, and Economic Security Act unemployment programs, with applications due June 18, 2026.

Eligible applicants are state workforce agencies (SWAs) in all fifty states, U.S. territories including Puerto Rico and the U.S. Virgin Islands, and the District of Columbia. No cost share or matching requirement is stated. Each SWA may submit only one application per program. All funding is subject to a 5.7 percent sequestration reduction under the Balanced Budget and Emergency Deficit Control Act for Fiscal Year 2026.

The funding covers four programs that expired September 6, 2021: Pandemic Unemployment Assistance (PUA), Pandemic Emergency Unemployment Compensation (PEUC), Mixed Earners Unemployment Compensation (MEUC), and Federal Pandemic Unemployment Compensation (FPUC). The performance period runs January 1, 2026, through June 30, 2027.

Allowable uses include program integrity activities, fraud detection and recovery, overpayment establishment and recovery, data retention and integrity, reconciliation activities, reporting reconciliation, and audit-related activities. SWAs must request amounts sufficient to cover expected costs for the entire performance period and submit applications comprising the SF-424 and SF-424A forms via Grants.gov, plus a UI Grant Application and detailed Budget Narrative via email to eta-ui-inquiries@dol.gov with a copy to the appropriate Regional Office.

Recipients must provide quarterly financial reporting (ETA 9130) and narrative progress reporting (ETA 9178) for the remainder of the performance period after grant award. The program falls under CFDA 17.225, Unemployment Insurance.
