About this opportunity

The Department of Labor Employment and Training Administration is soliciting applications from State Workforce Agencies for foreign labor certification grants applicable through fiscal year 2028, with applications due June 30, 2026.

Eligible applicants are State Workforce Agencies and other state governments. The total appropriation for FY 2026 is $23.282 million, distributed across all states and territories according to a formula combining base allocations and workload-based allocations. Guam and the Virgin Islands each receive a minimum allocation of $5,000. Base allocations are set at prior fiscal year levels, with exceptions for SWAs processing fewer than five clearance orders for H-2A applications, five H-2B job orders, or five housing units annually across three fiscal years. Workload-based allocations are distributed one-third on H-2A housing inspection workload and two-thirds on H-2A and H-2B job order processing volumes from fiscal years 2023–2025, weighted 70 percent to H-2A clearance orders and 30 percent to H-2B job orders.

Grant expenditures run from October 1, 2025, through September 30, 2028. Required application documents are completed SF-424 (Application for Federal Assistance), SF-424A (Budget Information), a budget narrative explaining projected costs, and an indirect cost rate agreement if applicable. Previously approved Three-Year Strategic Grant Plans should not be resubmitted.

Funded activities include reviewing and placing job orders for H-2A and H-2B temporary worker programs and CW-1 visas, assisting employers with U.S. worker recruitment, conducting safety inspections of employer-provided housing for H-2A workers, performing prevailing wage and practice surveys, conducting Commonwealth of the Northern Mariana Islands governor surveys for CW-1 workers, and executing post-certification site visits for H-2A and H-2B compliance. Applications must be submitted through www.grants.gov. The program is CFDA 17.273.
