About this opportunity
The Department of the Army is soliciting applications for the Fiscal Year 2027 Defense University Research Instrumentation Program (DURIP) to fund the acquisition of major research equipment or instrumentation, with applications due by November 6, 2026 at 5:00 PM Eastern Time. For-profit organizations and Federally Funded Research and Development Centers are not eligible; applicants must be accredited U.S. institutions of higher education with degree-granting programs in science, mathematics, or engineering, or University Affiliated Research Centers.
Equipment or instrumentation costs must range from $50,000 to $3,000,000, with no cost share requirement stated. The program anticipates approximately $28 million in total funding, pending appropriations, with an anticipated award start date of June 18, 2027. Awards are contingent on funding availability and proposal scope; awardees may request a no-cost extension for up to 12 additional months, with expectation that awards will be completed within the initial 12-month period.
DURIP funds unclassified basic research and does not support construction, building modifications, purely instructional equipment, general-purpose computing facilities, operation and maintenance costs, direct salaries, or subawards for research expertise. Evaluation criteria—of equal importance—assess impact on Department of War-funded research and likelihood of enhancing current or establishing new capabilities; importance and priority to Department of War missions; and potential to enhance institutional ability to educate scientists and engineers through research-related education. All covered individuals must disclose current and pending research support, comply with Gold Standard Science principles per Executive Orders 14303 and 14332, and undergo risk-based security reviews to prevent foreign influence in fundamental research, including prohibition on institutions hosting Confucius Institutes and individuals participating in malign foreign talent recruitment programs. Pre-proposal questions must be submitted by October 16, 2026 at 11:59 PM Eastern Time. This program is assigned to CFDA 12.431, Basic Scientific Research.
