About this opportunity

The U.S. Department of Education's Office of Career, Technical, and Adult Education is announcing estimated FY 2026 state allocations under the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins V), a formula-based grant program designed to develop academic knowledge, technical skills, and employability competencies for secondary and postsecondary students in career and technical education pathways. State education agencies must submit budget proposals to the Perkins State Plan Portal (https://perkins.ed.gov/pims) and receive approval of their four-year state plans or annual revisions before fund distribution occurs. Key requirements include setting aside portions of allocations for state administration and state leadership activities, with remaining funds distributed as subgrants to local educational agencies, area career and technical education schools, educational service agencies, and postsecondary institutions. The memorandum specifies that approximately 40 percent of Title I funds become available for obligation on July 1, 2026, with the remainder available October 1, 2026; all funds must be obligated by September 30, 2028, and liquidated within 120 days of the funding period's end. Interested states should direct questions to Anu Mathew at octae-formula@dol.gov or Andrew Johnson at Andrew.Johnson@ed.gov or (202) 987-1208.

The total U.S. allocation for FY 2026 is $1,416,378,478, with state allocations ranging from $5,909,176 (Alaska, North Dakota, Vermont, Wyoming, and the District of Columbia) to $142,867,852 (California), plus an additional $1,871,802 for outlying areas including American Samoa, Northern Mariana Islands, Guam, and Palau, all available July 1, 2026. Secondary fund distribution follows two allocation methods based on 2024 Bureau of the Census data: one using the proportion of individuals aged 5-17 from families below the poverty level and the other using total population aged 5-17. Performance of work occurs at state education agencies and their designated subgrant recipients throughout their respective jurisdictions, with state education agencies serving as pass-through entities responsible for plan development, fund management, and subgrant administration.
