About this opportunity
The Federal Emergency Management Agency is soliciting applications for cooperative agreements to develop flood hazard data and maps under the Fiscal Year 2026 Cooperating Technical Partners Program, with applications due August 17, 2026. FEMA expects to distribute $41 million across approximately 100 awards with individual award ceilings of up to $5 million, with no cost share requirement.
Eligible applicants include city and township governments, county governments, federally recognized tribal governments, institutions of higher education, nonprofits with 501(c)(3) status, special district governments, state governments, and territories. A signed Partnership Agreement with FEMA is a prerequisite for all applications. Applicants must maintain active registration with SAM.gov (including a Unique Entity Identifier) and Grants.gov.
Allowable project types are limited to Project Management, Letter of Map Revision Review Activities, and Flood Risk Projects; construction projects, special projects, and community outreach and mitigation strategies projects are not eligible. The program emphasizes finishing existing mapping projects rather than starting new ones in FY 2026.
Performance extends 36 months from October 1, 2026 through September 30, 2029. Work is performed regionally across FEMA Regions 2–10. Recipients must enter project data into the Mapping Information Platform and maintain an active Information Sharing Access Agreement. All work must comply with FEMA's Standards for Flood Hazard Risk Analysis and Mapping, Revision 14 (December 2023).
Evaluation criteria include past performance, technical capability and capacity, and partner contributions. Applications are scored on a 1–5 scale for a maximum of 15 points (Flood Risk Projects and Project Management) or 20 points (Letter of Map Revision projects). Applications are submitted through FEMA Grants Outcomes (FEMA GO). FEMA anticipates funding selection September 8, 2026, with awards by September 30, 2026. The Assistance Listing number is 97.045.
Synopsis
The Cooperating Technical Partners Program (CTP) is one mechanism that FEMA and the National Flood Insurance Program (NFIP) use to deliver flood information to communities. CTP recipients develop flood hazard data and maps for communities to increase public awareness of flood risk and potential actions to reduce that risk.
With flood mapping capacity and capabilities, CTPs strengthen the local ability to make informed decisions about reducing flood risk. The data that the program provides also contributes to responsible planning and decision-making across government agencies and the private sector.
Please note that total FY 2026 CTP Program Funding is $41,000,000 across 9 regions
