About this file
This is an appendix detailing programmatic terms and conditions for the 2026 Cooperating Technical Partners (CTP) Cooperative Agreement program administered by FEMA. CTP recipients must enter project data into the Mapping Information Platform (MIP) and tie grant award numbers to MIP case numbers. To access the MIP and other Risk Analysis Management Systems, CTPs must have an executed active Information Sharing Access Agreement (ISAA). All work must comply with FEMA's Standards for Flood Risk Analysis and Mapping, Revision 14 (December 2023), available on FEMA's website, along with additional guidance documents, technical references, and templates on the FEMA Guidelines and Standards website and Knowledge Sharing Site. Recipients must also comply with Title 2 Code of Federal Regulations Part 200 and coordinate with their Regional Office regarding additional applicable standards.
Recipients are required to develop and provide a quality assurance and control management plan or other performance documentation as described in the Master Agreement Schedule (MAS) and Statement of Work (SOW). For partners participating in Letter of Map Revision (LOMR) Review activities, an exception applies: cost information is unavailable in the MIP, but schedule information showing case status and other performance data is available. LOMR Review participants must submit status reports monthly at minimum and define cost and schedule performance measures for quarterly reporting. Recipients should coordinate with FEMA Regional and Headquarters Project Officers to develop appropriate performance measures for monitoring partner performance and determining future funding eligibility as identified in the MAS/SOW.

Appendix I: 2026 CTP Cooperative Agreement Terms and Conditions Appendix 1 contains the 2026 Cooperating Technical Partners (CTP) Programmatic Terms and
Conditions.
Data Entry in the Mapping Information Platform (MIP) or Alternative System of Record
The MIP was developed in part to track the progress of mapping projects. CTPs must enter data on projects in the MIP and tie grant award number to MIP case number.
In order to receive access to the MIP and other Risk Analysis Management Systems, the CTP must have an executed active Information Sharing Access Agreement (ISAA).
Quality Assurance and Control
Recipients will coordinate with FEMA to maintain quality assurance and control of deliverables and ensure accountability for appropriate use of CTP Program funds. Recipients are required to develop and provide a quality assurance and control management plan or other performance documentation as described and agreed to in the MAS and/or SOW.
All work must meet the requirements as defined by FEMA’s Standards for Flood Risk Analysis and Mapping, Revision 14, dated December 2023 located on FEMA’s website at https://www.fema.gov/flood-maps/guidance-reports/guidelines-standards/standards-flood-risk-analysis-and-mapping-public-review.
Additional information, along with links to guidance documents, technical references, templates, and other resources that support these standards, may be found on the FEMA Guidelines and Standards website at https://www.fema.gov/guidelines-and-standards-flood-risk-analysis-and-mapping, and are also provided and updated through FEMA’s Knowledge
Sharing Site (https://rmd.msc.fema.gov/kss/SitePages/Home.aspx). FEMA is in the process of updating existing guidance. In the meantime, recipients may refer to historical documents for assistance. Additionally, recipients and their sub recipients must comply with all applicable
Federal regulations, including Title 2 Code of Federal Regulations Part 200. Recipients shall also coordinate with their Regional Office to determine additional standards that should be met.
Exceptions
Exceptions to tasks not able to be conducted or tracked in the MIP:
Letter of Map Revision Review
Cost information is not available within the MIP for activities within the Revisions workflow for processing Letter of Map Revision (LOMR) requests under the LOMR Review MAS. However, schedule information in the form of reports showing case status and other performance requirements is available through the MIP. For partners participating in the LOMR Review activity, status reports must be submitted monthly, at a minimum. Cost and schedule performance measures must be defined and reported on a quarterly basis.
