About this opportunity

The Federal Transit Administration is soliciting applications for approximately $589 million in competitive grants under the Low or No Emission Grant Program for the purchase or lease of zero-emission and low-emission transit buses, including acquisition, construction, and leasing of required supporting facilities, with applications due by 11:59 p.m. Eastern Time on September 21, 2026.

Eligible applicants include designated recipients, states (including territories and Washington D.C.), local governmental authorities, and federally recognized Indian tribes. Except for projects proposed by Indian tribes, all proposals for projects in rural (non-urbanized) areas must be submitted by a state, either individually or as part of a statewide application. All eligible applicants must operate or allocate funds to fixed-route bus service.

The federal share is generally 80 percent, with exceptions allowing 85 percent for Clean Air Act-compliant buses and 90 percent for zero-emission equipment and accessibility-related components. For zero-emission projects, applicants must allocate 5 percent of federal funds to workforce development unless they certify less funding is needed.

The FTA will announce project selections within 75 days of the application due date. Evaluation criteria include demonstration of need, demonstration of benefits, planning and local or regional prioritization, local financial commitment, project implementation strategy, and technical, legal, and financial capacity. Applications must be submitted electronically through Grants.gov under opportunity ID FTA-2026-011-TPM-LWNO. Applicants must be registered in the System for Award Management and maintain valid Unique Entity Identifiers. The assistance listing number is 20.526.
