About this opportunity
The Fiscal Year 2025 Presidential Residence Protection Assistance (PRPA) Grant Program, administered by the Federal Emergency Management Agency, provides federal reimbursement for extraordinary law enforcement personnel costs incurred by state and local law enforcement agencies protecting non-governmental presidential residences designated for security by the United States Secret Service. Eligible applicants include state governments and city/township governments, either applying directly or through a State Administrative Agency, and must document operational and backfill overtime costs with detailed investment narratives, Excel budget spreadsheets, indirect cost agreements (if applicable), and certification letters from law enforcement agency heads confirming Secret Service authorization. Allowable expenses are limited to operational overtime and backfill overtime costs directly associated with presidential residence protection activities, while routine patrol costs, equipment purchases, new personnel hiring, and fund supplanting are prohibited. FEMA will coordinate with the Secret Service to verify the eligibility and allowability of all claimed costs before award determination. The application period runs from April 17, 2026, through May 29, 2026, at 5:00 PM Eastern Time, with an anticipated award date of September 30, 2026.
The grant program allocates up to $90 million in total federal funding across three priority reimbursement levels: Priority 1 receives 100% reimbursement for costs while the President or First Lady were present at the residence, Priority 2 receives 90% reimbursement for transportation-related costs, and Priority 3 receives 80% reimbursement on a pro-rata basis for security maintenance costs during the President's absence. The period of performance covers July 1, 2024, through September 30, 2025, with recipients required to accept awards within 60 days and submit final financial and performance reports within 120 days of the performance period end date. Historical awards under this program have ranged from approximately $2,300 to over $31 million, with substantial awards issued to entities such as the Executive Office of the Governor of Delaware, the New York City Police Department, and the Palm Beach County Sheriff's Office for protection activities at designated presidential residences nationwide.
Synopsis
In accordance with Section 90006 of the One Big Beautiful Bill Act (Pub. L. No. 119-21), the Presidential Residence Protrection Assistance (PRPA) Grant Program provides federal funding for the reimbursement of extraordinary law enforcement personnel costs for protection activities directly and demonstrably associated with any residence of the President designated pursuant to section 3 or 4 of the Presidential Protection Assistance Act of 1976 (Public Law 94-524; 18 U.S.C. § 3056 note) to be secured by the United States Secret Service. The PRPA Grant Program ensures that state and local law enforcement agencies are not unduly burdened by the additional responsibilities and expenses required to safeguard presidential residences, as directed by the Secret Service.
