About this opportunity
The U.S. Fish and Wildlife Service is soliciting applications for implementation grants under the State Aquatic Nuisance Species Management Plan 2026 program with a pre-proposal due date of July 29, 2026 and full application deadline of October 14, 2026 (formal closing December 16, 2026). Eligibility is restricted to the 47 states, territories, and Indian tribes with Aquatic Nuisance Species Management Plans approved by the Aquatic Nuisance Species Task Force; a detailed list of eligible applicants and their designated state agencies appears in the NOFO.
The program mandates a 25 percent non-federal cost-share of total project costs and caps administrative costs at 5 percent. Total estimated program funding is $4,084,000 distributed among approximately 47 awards, with individual grants estimated between $5,000 and $150,000. Final award amounts are based on requested funding rather than fixed ceilings.
The application process operates in two stages. Stage One requires submission of a pre-proposal (6–8 pages maximum) outside GrantSolutions to the Branch of Aquatic Invasive Species at Service Headquarters, including program narrative linking proposed activities to the approved management plan, activity prioritization, timelines, and budgets showing federal and non-federal cost-share breakdown. Applicants with approved pre-proposals advance to Stage Two, submitting full applications through GrantSolutions with detailed project narratives, NEPA statements, ESA compliance documentation, budget narratives by cost category, and conflict-of-interest disclosures.
The period of performance runs January 1, 2027 through December 31, 2028. Applicants must register in SAM.gov to obtain a Unique Entity Identifier and establish GrantSolutions accounts. Awards are made as grants under CFDA 15.608 (Fish and Aquatic Conservation – Aquatic Invasive Species) and implement the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990. Post-award requirements include Federal Financial Reports (SF-425), program performance reports, final reports due within 120 days of project completion, and compliance with 2 CFR 200.
Synopsis
This Notice of Funding Opportunity requests pre-proposals, and then later full applications, for the implementation of State and Interstate Aquatic Nuisance Species Management Plans (SIANSMP) that have been approved by the Aquatic Nuisance Species Task Force (ANSTF) as per Section 4724 (b)(3)(a) of the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 as amended (16 U.S.C. 4701-4741). These plans identify activities needed to prevent introductions and spread, and eliminate or reduce the risks associated with, aquatic nuisance species, as part of the broader objective of moving towards a nationally coordinated aquatic invasive species program. The grant process includes a pre-proposal review that occurs outside GrantSolutions. After receiving approval of pre-proposals, eligible applicants can complete the full application process within GrantSolutions. The grant program includes a 25% cost-share (of total project costs) and a 5% limit on administrative costs.
