About this opportunity
The U.S. Fish and Wildlife Service is soliciting applications for Aquatic Invasive Species Grants to Great Lakes States under the Great Lakes Restoration Initiative, with pre-proposals due December 31, 2026. Only Great Lakes states or their designees are eligible; a primary state natural resource agency in each of the eight Great Lakes states may apply, or may designate any entity type to apply on its behalf. No cost sharing is required.
The program will distribute up to $3,685,238 across an estimated eight awards ranging from $100,000 to $600,000 per award. Proposals exceeding $600,000 are difficult to evaluate. The period of performance runs from October 1, 2026 through September 30, 2028. Work occurs within the Great Lakes Basin or substantially contributes to aquatic invasive species prevention and control in the basin. Invasive carp projects must have been previously submitted and vetted through the Invasive Carp Regional Coordinating Committee's annual approval process.
Funding supports implementation of State Aquatic Invasive Species Management Plans approved by the Aquatic Nuisance Species Task Force, including prevention, early detection, rapid response, containment, and control activities. Merit review by USFWS AIS biologists will evaluate ten criteria: interagency coordination, prevention of AIS vectors, early detection efforts, rapid response capabilities, containment implementation, long-term sustainability, scientific soundness, assessment mechanisms for success, personnel qualifications, and implementation timeline.
The application follows a two-stage process. Pre-proposals including project and budget narratives must be submitted via email to fws3_fisheries_grants@fws.gov by 11:59 p.m. Eastern Standard Time 60 days after the NOFO posts to Grants.gov. After merit ranking and funding notification, full proposals are due within 60 days via GrantSolutions. No single applicant may submit more than one application. Awards are made as cooperative agreements or grants; recipients must submit semi-annual and final Program Performance Reports, Federal Financial Reports, and EAGL2 reports documenting accomplishments toward GLRI Performance Measures. Contact Nathan Evans at nathan_evans@fws.gov or 612-286-4212 for questions. Assistance Listing 15.662.
Synopsis
Using appropriations to the Great Lakes Restoration Initiative (GLRI), the U.S. Fish and Wildlife Service (FWS) anticipates providing grants to support implementation of Great Lakes State Aquatic Invasive Species Management Plans (State AIS Plans). State AIS Plans have been transmitted by state governors and then approved by the Aquatic Nuisance Species Task Force. All state grants will be awarded based on a competitive process for which only Great Lakes states or their designee are eligible.
Eligibility
We are seeking one application from a primary state natural resource agency in each of the Great Lakes states. However, that agency may designate an entity (of any type) to apply for the award on their behalf.
