About this opportunity

The U.S. Fish and Wildlife Service is seeking grant proposals to implement the Quagga and Zebra Mussel Action Plan (QZAP 2.0) in the Western United States, focusing on preventing and managing the spread of these invasive aquatic species. The grant opportunity targets states within the Western Regional Panel, with proposals aimed at addressing mussel containment, prevention, research, and outreach. Applicants will be evaluated through a three-step merit review process that assesses technical acceptability, potential single-source award eligibility, and a point-based ranking system. Key evaluation criteria include clear project objectives, geographic relevance, stakeholder partnerships, and alignment with the QZAP 2.0 strategic plan. Applications must be submitted through grantsolutions.gov by 11:59 PM ET on September 5, 2025, with final funding decisions made by the Southwest Region's Assistant Regional Director for Fish and Aquatic Conservation.

The total program funding is $2,200,000, with approximately 15 awards expected to range from $50,000 to $600,000 each. The project performance period will run from October 31, 2025, to April 30, 2027 (18 months), covering states within the Western Regional Panel of the United States. Eligible applicants include all legal entities, with a primary focus on preventing the transportation of invasive mussels through recreational watercraft, particularly in reservoirs connected to the lower Colorado River. The grant falls under Assistance Listing Number 15.608 for Fish and Aquatic Conservation - Aquatic Invasive Species, emphasizing environmental protection and ecosystem management.
