About this opportunity
The U.S. Fish and Wildlife Service is seeking pre-proposals and full proposals from state governments, territories, and interstate organizations with approved Aquatic Nuisance Species (ANS) Management Plans for the 2025 State and Interstate Aquatic Nuisance Species Management Plan Grant Program. The primary objective is to prevent introductions and spread of aquatic nuisance species, with a focus on moving towards a nationally coordinated aquatic invasive species program. Eligible applicants must have an ANS Management Plan approved by the Aquatic Nuisance Species Task Force (ANSTF) and submit a program narrative describing proposed activities related to zebra/quagga mussels or other aquatic invasive species. The evaluation will likely focus on the comprehensiveness of the proposed management strategies, potential impact, and alignment with national invasive species objectives. Key deadlines include a pre-proposal submission due on September 4, 2025, and a full application due on November 3, 2025, with a final closing date of December 15, 2025.
The total program funding is $4,084,000, with an expected 47 awards ranging from $5,000 to $150,000. Successful applicants must provide a 25% non-federal cost share and are limited to 5% administrative costs. The anticipated project period runs from January 1, 2026, to September 30, 2027, under the Fish and Aquatic Conservation - Aquatic Invasive Species federal grant program (CFDA 15.608). Applicants will submit their full applications through GrantSolutions and will receive a Notice of Award specifying the performance period, approved activities, and budget.

A list of the eligible entities that may apply for the funding opportunity occurs in the Eligibility section of this funding opportunity. The proposal process includes a pre-proposal review that occurs outside of GrantSolutions and then after receiving approval of their pre-proposal, eligible applicants can complete the full application process withing GrantSolutions. The grant program also includes a 25% cost-share (of total project costs) and a 5% limit on administrative costs.
