About this opportunity
The National Institute for Occupational Safety and Health (NIOSH) within the Centers for Disease Control and Prevention (CDC) is soliciting applications for exploratory and developmental research grants (R21) related to the World Trade Center Health Program, with application deadlines of June 23, 2026; December 8, 2026; and October 26, 2027. Non-domestic entities and foreign components of U.S. organizations are not eligible.
Eligible applicants include state and local governments, institutions of higher education (public and private), nonprofits with and without 501(c)(3) status, small businesses, for-profit organizations, federally funded research centers, faith-based organizations, tribal governments (federally recognized and non-federally recognized), and special district governments. Research must focus on enrolled FDNY responders, enrolled general responders, certified-eligible survivors under treatment, or less exposed WTC populations and must address at least one objective: improving WTC Health Program diagnosis and treatment activities, expanding knowledge about 9/11-related health effects, answering key questions about physical and mental health conditions, or applying lessons learned to improve public health response to future disasters.
Funding totals $18 million over three years with 36 expected awards (12 per year). Individual awards average $250,000 per budget period with a maximum of $365,000 per year, limited to $500,000 across the two-year performance period. The project period comprises two 12-month budget periods. Research priorities include evidence-based strategies to improve treatment effectiveness, lifestyle medicine, and survivor-focused studies. Applications undergo two-level merit review evaluating significance, investigator qualifications, innovation, strategy, and environment. Recipients must comply with CDC priorities including gold-standard science, transparency, and evidence-based practices under 2 CFR 200 and the HHS Grants Policy Statement. Optional letters of intent are due May 29, 2026; November 6, 2026; and September 24, 2027. The CFDA number is 93.262.
Synopsis
The World Trade Center (WTC) Health Program supports exploratory and developmental research projects (R21) that address issues related to diagnostic or treatment uncertainty among individuals receiving monitoring and/or treatment under Subtitle C of the James Zadroga 9/11 Health and Compensation Act of 2010, as amended. This R21 Notice of Funding Opportunity (NOFO) is intended to encourage exploratory/developmental research by supporting the early and conceptual stages of project development to assess the feasibility of new areas of investigation with the potential to improve treatment effectiveness and diagnostic practices. These studies may lead to breakthroughs in a particular area or to the development of new interventions, techniques, agents, methodologies, models, or approaches with potential clinical impact. They are expected to break new ground or extend prior discoveries in new directions or applications. Applicants are expected to propose research for which there is likely to be minimal or no preliminary data.
Eligibility
Non-domestic (non-U.S.) Entities (Foreign Institutions) are not eligible to apply. Non-domestic (non-U.S.) components of U.S. Organizations are not eligible to apply. Foreign components, as defined in the HHS Grants Policy Statement, are not allowed.
