About this opportunity
The Department of Health and Human Services Centers for Disease Control and Prevention is soliciting applications for cooperative agreements to strengthen International Health Regulations (IHR) (2005) capacities in Nigeria, with applications due October 2, 2026. The CDC expects to award 2–3 cooperative agreements.
Eligible applicants include state governments, county governments, city/township governments, special district governments, independent school districts, public and private institutions of higher education, tribal governments (federally recognized and non-federally recognized tribal organizations), public or Indian housing authorities, 501(c)(3) and non-501(c)(3) nonprofits, for-profit organizations, small businesses, foreign entities, and unrestricted applicant types. All work must be conducted in Nigeria.
Year 1 funding totals approximately $15 million distributed across five components. Component 1 (NPHI capacity strengthening) is capped at $1 million; Component 2 (subnational GHSA implementation) is capped at $2 million; Component 3 (national-level GHSA implementation) is capped at $2 million; Component 4 (emergency responses) carries a $5 million ceiling; and Component 5 (emergency responses) carries a $10 million ceiling. Components 4 and 5 may be approved but unfunded initially pending future funding availability. The cooperative agreement spans five 12-month budget periods. The expected award and start date is October 30, 2026.
The program strengthens the Nigeria Centre for Disease Control and Prevention, Government of Nigeria ministries, departments, and agencies, and sub-national public health institutions such as State Ministries of Health and local government authorities. Priority areas include laboratory systems strengthening, field epidemiology workforce development, surveillance enhancement, emergency response operations, antimicrobial resistance, biosafety and biosecurity, zoonotic disease management, infection prevention and control, water sanitation, risk communication, and points of entry monitoring, all targeting gaps identified in Nigeria's 2023 Joint External Evaluation.
Evaluation criteria weight background and approach (40 points), evaluation and performance measurement plan (25 points), and organizational capacity (35 points). A local partner funding preference provides 15 additional points for qualifying organizations meeting ownership and staffing criteria for Nigeria or the West African region.
Applications must include a 30-page project narrative, budget narrative, evaluation and performance measurement plan, data management plan, and supporting attachments including organizational capacity documentation.
The Assistance Listing number is 93.318.
Synopsis
The purpose of this NOFO is to strengthen International Health Regulations (IHR) (2005) capacities of the Nigeria Centre for Disease Control and Prevention (NCDC); other Government of Nigeria ministries, departments, and agencies (MDAs) relevant to the implementation of multi-sectoral response efforts of the IHR; and sub-national public health institutions, such as State Ministries of Health and local government authorities. NCDC recently completed its second Joint External Evaluation (JEE) in 2023 and has shown significant improvement from the first JEE in 2017, however several gaps remain. Strengthening NCDC and MDAs health systems and workforce management capacity will further support Nigeria"s ability to work collaboratively using a multisectoral approach to implement the IHR. Strengthening sub-national capacities can improve detection and response to health threats at the local level where they occur.
