About this opportunity

The Bureau of Counterterrorism of the U.S. Department of State seeks applications from organizations to enhance border security cooperation between the governments of Somalia and Kenya. Applicants should submit plans by April 21, 2023 to strengthen coordination and information sharing between the countries' border security forces to prevent, disrupt, and respond to al-Shabaab activity. Evaluation will consider an organization's experience working with border security entities, proposed methodology, and ability to achieve measurable progress on objectives. A logic model, budget guidance, and two question and answer documents are provided.

Award values and periods of performance will be determined through negotiation with applicants. Work will primarily be performed along the border region between Kenya and Somalia, focusing on cross-border checkpoints, monitoring smuggling routes, and joint training exercises between the security forces of both countries.
