About this opportunity
The Bureau of Indian Affairs (BIA), Department of the Interior, is soliciting grant proposals through the Energy and Mineral Development Program (EMDP) for technical assistance funding to support federally recognized tribal entities in identifying, evaluating, and assessing energy and mineral resources. The program aims to advance tribal self-governance by funding pre-development studies for projects involving renewable energy (solar, wind, hydroelectric, geothermal), transportation fuels, and mineral resources like sand, gravel, coal, and base minerals. Only Indian Tribes and Tribal Energy Development Organizations are eligible to apply, with applications required to be submitted digitally through grants.gov by 11:59 PM EST on August 13, 2025. The proposals will be evaluated across five criteria: Tribal Executive Summary (5 points), Economic Viability (30 points), Project Viability (25 points), Scope of Work and Deliverables (30 points), and Budget (10 points). The legal authorization for these grants spans multiple frameworks, including the Energy Policy Act of 2005, Indian Mineral Development Act of 1982, and the Snyder Act.
Grant awards will range from $10,000 to $2,500,000, with funding subject to congressional appropriations and provided on a year-to-year basis. The projects must occur exclusively on Indian lands, focusing on resource inventories, assessments, feasibility studies, and pre-development research. The typical project duration is approximately two years, with tribes potentially exploring various energy and mineral development opportunities across multiple sectors. The Department of the Interior's primary objective is to support tribes in conducting comprehensive assessments that can contribute to tribal economic development, energy independence, and sovereignty. Previous grant recipients have represented diverse geographical regions, including Alaska, Oklahoma, California, Nevada, and Minnesota.
