About this opportunity

The Department of State Bureau of Democracy, Human Rights, and Labor seeks applicants for a cooperative agreement to document human rights abuses in the Democratic People's Republic of Korea and counter regime influence operations globally, with applications due August 31, 2026 by 11:59 PM EST.

Eligible applicants include U.S.-based nonprofits, institutions of higher education, for-profit organizations, and foreign-based nonprofits. All applicants must obtain a Unique Entity Identifier and maintain active registration in SAM.gov.

The Department anticipates awarding 2–3 cooperative agreements with individual award amounts ranging from $750,000 to $2,250,000 against total available funding of $2,960,039. The period of performance spans 18–36 months with an anticipated project start date of September 30, 2026.

The program has three primary objectives: establish secure networks to document real-time human rights abuses within the DPRK; package and disseminate documented information to policymakers through English and Korean language products; and leverage North Korean defector voices on digital platforms to counter DPRK propaganda targeting international youth audiences. All proposed activities under the first objective must include significant consultation with the North Korean defector and escapee community or may be deemed technically ineligible.

Applicants must demonstrate compliance with U.S. sanctions regulations administered by OFAC and export control laws administered by BIS. The Department of State will be substantially involved in program strategy, will meet monthly with recipients, and will review and approve annual workplans, security risk plans, and implementation timelines.

Applications must include mandatory federal forms (SF-424, SF-424A, SF-424B), a proposal not exceeding 15 pages, budget justification narrative, letters of support from partners, and NICRA documentation if applicable. Indirect costs may be recovered through an existing Negotiated Indirect Cost Rate Agreement or up to 15 percent of Modified Total Direct Costs.

The opportunity is assigned under CFDA 19.345 (International Programs to Support Democracy, Human Rights and Labor).

Synopsis

The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for organizations interested in submitting applications for a program to document the DPRKs human rights abuses and counter regime influence operations globally. The program will challenge the DPRKs information monopoly by safely documenting real-time information on human rights conditions and other on-the-ground realities throughout the DPRK.
