About this file
This is a Frequently Asked Questions document clarifying submission requirements for the Department of State Bureau of Democracy, Human Rights and Labor (DRL) Funding Opportunities, specifically for the "Documenting Human Rights Abuses and Countering DPRK Propaganda" Cooperative Agreement. The NOFO FAQs address three key submission requirements: organizations are strongly encouraged but not required to submit a separate detailed budget document beyond the SF424A and Budget Justification Narrative; the Monitoring and Evaluation Plan is excluded from the proposal page limit; and all proposal narratives must be formatted in single-spaced, 12-point Times New Roman font. The document clarifies that the Proposal Summary, Introduction to the Organization, Problem Statement, Project Goals and Objectives, Project Activities, Project Methods and Design, Proposed Project Schedule and Timeline, Key Personnel, and Future Funding or Sustainability sections are all subject to the page limit. The underlying federal grant opportunity, assigned under CFDA 19.345 (International Programs to Support Democracy, Human Rights and Labor), funds organizations to document human rights conditions in the DPRK and counter regime influence operations globally through a Cooperative Agreement mechanism administered by the Department of State.
