About this opportunity
The Department of State Bureau of International Narcotics and Law Enforcement Affairs is soliciting applications for a grant to advance Morocco's forensic science capabilities, with applications due September 9, 2026. One award ranging from $1,500,000 to $2,100,000 is anticipated, with total funding of $2,100,000 available.
Eligible applicants are U.S. and foreign-based nonprofit organizations and educational institutions that demonstrate business registration in the Kingdom of Morocco at the time of proposal submission; this requirement applies to the lead applicant only and is not satisfiable through a subrecipient or consortium member. Cost share is recommended but not required. Applicants must maintain active registration in SAM.gov with a Unique Entity Identifier and comply with 2 CFR Subpart F federal audit requirements, maintaining financial records for three years.
The 24-month period of performance begins in November 2026. Work is performed in Morocco, specifically at the Higher Institute of Security Sciences and in Laayoune and Dakhla. The project procures, equips, and operationalizes a fully equipped mobile forensics facility integrating digital and mobile-device forensic capabilities with crime-scene and physical forensic disciplines. Additional activities include developing forensic science curricula, delivering five regional training courses for Moroccan and neighboring African and Middle East country participants, organizing train-the-trainer programs for Moroccan instructors at no venue cost through the Higher Institute, and developing standard operating procedures. Applicants should propose their own technical capabilities and mobile forensics unit designs. The vehicle should be procured preferably from the United States, with source waiver justification required if procured elsewhere; applicants assume responsibility for importing the vehicle and facilitating customs clearance. Regional participants' travel costs from other countries should not be included in applicant budgets. The daily fee ceiling of $784.62 per person applies to consultants and personnel under competitively procured company or fixed-price contracts.
Evaluation criteria total 100 points: project analysis and design (55 points), program monitoring and risk (20 points), institutional record and capacity (15 points), and cost effectiveness (10 points). The CFDA number is 19.703 (Criminal Justice Systems).
Synopsis
The proposed project will advance Morocco's forensic science capabilities and build on INL's successful support that established Morocco as a global leader in forensics.
