About this opportunity
The Department of State Bureau of International Narcotics Law Enforcement is soliciting applications for a cooperative agreement to strengthen Honduras' evidence management capacity, with applications due August 31, 2026. Eligible applicants are 501(c)(3) nonprofit organizations. Cost sharing is recommended but not required. The award ceiling is $2,000,000 and the award floor is $1,800,000, with one award anticipated. The estimated project start date is October 2026 with an initial implementation period of 24 months.
The project aims to establish modern evidence management protocols, secure storage facilities, and training for the Honduran Office of the Attorney General and Honduran National Police to reduce vulnerabilities that transnational criminal organizations exploit. The proposed evidence management system must integrate with the Office of the Attorney General case management system and should adapt existing proven systems rather than develop from scratch. Applicants may select pilot sites at their discretion subject to INL approval and are not required to have identified Honduran partners at application submission.
Required application documents include SF-424 and SF-424A forms, a proposal narrative (maximum 20 pages), performance monitoring plan, project risk analysis, timeline, organizational information, and detailed budgets with narratives. Applicants will be evaluated on project analysis and design (50 points), program monitoring and risk (25 points), institutional record and capacity (10 points), and cost effectiveness (15 points). The 15% indirect cost de minimis cap applies separately to each eligible organization. Leahy vetting is required for unit leaders coordinating activities. All applicants must obtain a Unique Entity Identifier and register in SAM.gov. Questions deadline is July 31, 2026. The assistance listing number is 19.703 (Criminal Justice Systems).
Synopsis
The purpose of this award is to carry out a project to strengthen Honduras' ability to manage seized evidence in a secure, transparent, and standardized manner, reducing vulnerabilities that transnational criminal organizations exploit to evade prosecution and sustain illicit markets.
