About this opportunity

The Federal Motor Carrier Safety Administration (FMCSA) within the Department of Transportation is soliciting applications for Fiscal Year 2027 Commercial Vehicle Safety Plans from state governments and U.S. territories, with applications due September 30, 2026. This is a formula grant program restricted to state and territorial lead agencies; the estimated total FY 2027 MCSAP funding is $520.9 million nationally, comprising $494.96 million in federal funds (95%) and $25.92 million in required state matching funds (5%). State matching funds are mandatory at 5% of the total award.

Eligible applicants are state governments and U.S. territories operating as MCSAP lead agencies. Applicants must submit both SF-424 standard grant forms through Grants.gov and a Commercial Vehicle Safety Plan (CVSP) through the CVSP Tool; FMCSA will not award federal funds until both submission channels are satisfied. Required attachments include state and annual compatibility certifications and a Title VI Program Compliance Plan.

FY 2027 emphasizes a "Focus on Fundamentals" theme directing states to implement core National Program Elements: driver and vehicle inspections, traffic enforcement, investigations, new entrant safety audits, hazardous materials safety, PRISM participation, data quality, and public education. States must increase CMV traffic enforcement by at least 10%, increase detection of Drug and Alcohol Clearinghouse prohibited drivers by 15%, and achieve 100% identification of out-of-service carriers with Imminent Hazard or Unsatisfactory/Unfit orders. Special emphasis areas include reducing fatal CMV crashes (with focus on work zone safety, human trafficking prevention, criminal interdiction, out-of-service order enforcement, and passenger carrier safety), hazardous materials safety, motor carrier investigations, PRISM and Level-Up initiatives, and data collection and quality.

FMCSA reviews CVSPs for application completeness, programmatic alignment with statutory requirements, financial integrity, and cost reasonableness. Award periods are three fiscal years. CFDA 20.218.

Synopsis
