About this opportunity
The Department of State Bureau of Democracy, Human Rights and Labor is soliciting cooperative agreement proposals to strengthen democratic resilience, rule of law, freedom of speech and press, and human rights defense in Europe, with applications due August 12, 2026. The Department will award 2 to 3 cooperative agreements ranging from $1,000,000 to $3,000,000 each, totaling $4,932,500 from FY 2025 Democracy Funds.
Eligible applicants include U.S.-based and foreign non-profit organizations, higher education institutions, and for-profit organizations. All applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration.
Proposals must address at least one of two primary objectives: enabling civil society to identify and respond to lawfare and judicial activism undermining democracy, or elevating debate on EU integration, national sovereignty, migration, and Western identity through research, conferences, and cultural engagements. The cooperative agreement requires substantial Department involvement in program implementation.
Projects must be completed within 12 to 24 months. The anticipated project start date is September 30, 2026.
Required submission documents include SF-424/SF-424-I forms, SF-424A budget forms, SF-424B assurances where applicable, a proposal narrative not exceeding 15 pages, budget justification narrative, and partner letters of support. Non-federal applicants may claim up to 15 percent Modified Total Direct Costs as indirect expenses without a Negotiated Indirect Cost Rate Agreement. Budget submissions must itemize cost-share contributions from non-federal sources with documented monetary values.
Evaluation criteria include program quality and feasibility, organizational capacity, ability to achieve objectives, budget reasonableness, monitoring and evaluation planning, and sustainability. All proposals must be nonpartisan and offered equitably to all democratic political parties.
The Assistance Listing is 19.345 (International Programs to Support Democracy, Human Rights and Labor).
