About this opportunity
The U.S. Army Combat Capabilities Development Command (DEVCOM) Army Research Laboratory is soliciting research proposals for foundational research on a rolling basis through November 20, 2027, under BAA W911NF23S0001 (CFDA 12.431 – Basic Scientific Research). Eligible applicants include institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, foreign public entities, and for-profit organizations.
The BAA combines two predecessors (W911NF-17-S-0002 and W911NF-17-S-0003) and funds basic research (budget activity 6.1), applied research (budget activity 6.2), and may include advanced technology development (6.3) and advanced component development and prototypes (6.4) when aligned with ARL's mission to operationalize science for future overmatch. Awards are offered as cooperative agreements, grants, procurement contracts, or other transactions for research and prototypes. The source does not specify award floors, ceilings, or expected number of awards for the base BAA.
ARL's research portfolio spans 18 discipline areas including advanced learning-enabled systems, atomic and molecular physics, biochemistry, bionic electronics, computational mathematics, fluid dynamics, information assurance, information processing and fusion, materials design, and others. Multiple targeted opportunities operate under the BAA: Single Investigator Awards ($120,000 per year for three years), Short-Term Innovative Research Awards (up to $60,000 for nine months), Early Career Program Awards, Presidential Early Career Awards, Research Instrumentation Awards, and conference grants. Proposals may be submitted through Grants.gov for assistance instruments or via email for contracts and other transaction agreements. Prospective applicants are strongly encouraged to contact the ARL Technical Point of Contact for the relevant research topic before submitting proposals. Amendment 4 (posted January 8, 2025) added the Visiting Scientist Program to targeted opportunities. A special notice for HBCUs and Tribal Colleges and Universities seeking three Centers of Excellence has whitepapers due October 7, 2026; the QuantumEAGLe program for quantum computing ecosystem advancement has white papers due September 30, 2026.

Special Notice Announcement: W911NF23S0001-SPECIALNOTICE- QuantumEAGLe The purpose of this Special Notice under the DEVCOM Army Research Laboratory (ARL) Broad Agency Announcement (BAA) (W911NF23S0001), under SAM.gov Opportunity W911NF23S0001-SPECIALNOTICE- QuantumEAGLe, is to strengthen the US quantum computing ecosystem, and advance fault-tolerant quantum computing. This will be accomplished by engaging with non-traditional companies and other entities developing commercial quantum computers to overcome supply chain, innovate on the approach to gate-based algorithms, and to investigate foundational research obstacles that require deeper scientific understanding to scale quantum computing. In turn, the developed technology will boost the US quantum computing ecosystem in general and should be useful more broadly across Department of War (DoW) (legally operating as the Department of Defense (DOD)) and other U.S. Government missions. The success of this program and individual awards in the program will crucially depend upon the Government program team's deep continuous understanding of the overall technical plans, status, and challenges of the performers to their development of a fault-tolerant quantum computer, on a continuing basis during the program. The delivery of a commercial scale fault-tolerant quantum computer is not within the scope of this Notice. Although not anticipated, possible follow-on efforts may lead to the development of prototypes and production. Please see the document titled "W911NF23S0001-SPECIALNOTICE- QuantumEAGLe" for further details about the announcement. -
