About this opportunity

The Substance Abuse and Mental Health Services Administration (SAMHSA) is soliciting applications for cooperative agreements to improve state and territory response to all 988 contacts (including calls, chats, and texts) originating in the state or territory and improve service for populations at high risk of suicide and overdose, with applications due July 17, 2026.

Eligible applicants are states and territories, including the District of Columbia; political subdivisions of states; Indian Tribes or Tribal organizations; health facilities or programs operated by or in accordance with a contract or award with the Indian Health Service; and public or private institutions of higher education or non-profit organizations. Award structure, including funding ceiling, award floor, and expected number of awards, is determined as part of the Notice of Funding Opportunity.

The program operates under CFDA 93.00R (988 and Behavioral Health Crisis Services Programs). Applicants will undergo merit review and program analysis; SAMHSA awards directly to selected applicants following these evaluations. Grant recipients must retain records for three years; retention periods extend beyond three years if final audit has not been completed or findings remain unresolved. Performance occurs within the applicant's state or territory and targets the network of over 200 local independent crisis contact centers delivering 24-hour, seven-day-a-week crisis intervention services to individuals experiencing mental or behavioral health distress or suicidal crises.

Synopsis

The purpose of this program is to improve state and territory response to all 988 contacts (including calls, chats, and texts) originating in the state/territory and improve service for populations at high risk of suicide and overdose.
