About this opportunity

The Food and Drug Administration is soliciting a renewal-only cooperative agreement to support the Interstate Shellfish Sanitation Conference in strengthening the National Shellfish Sanitation Program, with applications due August 21, 2026. This is a single-award, non-competitive opportunity limited exclusively to the Interstate Shellfish Sanitation Conference as the eligible applicant.

The award ceiling is $500,000 per year, with initial support for one year and potential continuation for up to four additional years contingent upon annual appropriations and satisfactory performance. The cooperative agreement will support information exchange and transfer among states, federal and foreign agencies, industry, and consumers; strengthen state activities through training, technical assistance, research, and education; and promote efforts to implement scientifically defensible food safety controls targeting pathogenic Vibrio spp., Campylobacter, and Salmonella in molluscan shellfish.

Required activities include supporting states in participating in meetings that foster a cooperative shellfish program based on public health principles. Clinical trials are not permitted. Review criteria are weighted as follows: Significance (10 points), Investigator(s) (10 points), Innovation (30 points), Approach (25 points), and Environment (25 points).
