About this opportunity
The U.S. Geological Survey (USGS) is soliciting cooperative agreement proposals from Piedmont-South Atlantic Coast Cooperative Ecosystem Studies Unit (CESU) partners to conduct research on avian influenza virus (AIV) dynamics in wild waterbird populations. The research must focus on understanding AIV infection and seroprevalence in understudied waterbird species, analyzing movement patterns of transmitter-marked birds relative to infection status, and conducting pathology examinations to identify disease-specific causes of mortality. Applicants must submit proposals through Grants.gov (Funding Opportunity Number G26AS00096) by May 15, 2026, and applications must include a technical narrative, detailed budget justification for all five budget years, biographical sketches and current/pending support documentation for senior personnel, a Data Management Plan, and a one-page Project Abstract Summary. Evaluation will be based on four criteria weighted equally at 25 points each: Purpose/Objectives/Relevance, Technical Approach, Budget Justification and Clarity, and Qualifications/Experience/Past Performance. Recipients must submit annual progress reports within 90 days of each agreement year end and a final technical report within 120 days of project completion, with indirect cost rates capped at 17.5%.
Total estimated funding for this five-year cooperative agreement is $499,000, with $60,000 available for Budget Year 1 and additional funding for Years 2-5 contingent upon satisfactory progress and fund availability. The performance period spans five years, with projects expected to be conducted primarily in the Piedmont-South Atlantic Coast region. All geospatial data and research outputs produced under the award must comply with Federal Geospatial Data Committee (FGDC) standards, be submitted in open-source digital formats, and include complete feature-level metadata, with the federal government retaining rights to all data, methodology, analyses, and scientific assessments for federal purposes.
Synopsis
The USGS is offering a funding opportunity to a CESU partner for research focused on understanding AIV infection and seroprevalence in understudied waterbird species as well as the movement of transmitter marked birds relative to current and previous infection status. Special emphasis of this work would focus on using pathology exams to understand the cause of death of birds that were marked with transmitters and recovered upon morality to assess disease specific signatures in movement.
